The draft Ordinance as approved defined an

"Assisted Emigrant" ##

28 any Chinese male labourer who has entered

or agreed to enter into a Contract to labour for hire in some

place beyond the limits of the Colony" &c. It appeared to me

that this definition by sanctioning contract emigration to foreign

countries was opposed to the policy of His Majesty's Government

and I altered it to exclude indentured coolies as explained in

my covering despatch of 16th March 1908. Your Lordship informed

me of the "confirmation and allowance" of the Ordinance in your
